angle-left ADVISORY: Russia's Technical Specifications for Canned Fish

Processed fish products remain as a key export interest of the Philippines in Russia and the Commonwealth of Independent States (CIS) countries with export potential estimated at US$2.54 million. However, to date, only five (5) Philippine exporters of fishery products have been accredited to export to the Russian Federation, of which only four (4) are licensed to export processed fish products.  Aside from exporter accreditation, products should also meet the state standards or gosudarstvennyy standart (GOST).

GOST is a set of technical standards in Russia and the CIS countries which covers all sorts of regulated specifications ranging from charting rules for design documentation to recipes and nutritional facts. The standards are maintained by the Euro-Asian Council for Standardization, Metrology and Certification (EASC), a regional standards organization operating under the auspices of the CIS.

Under GOST 7452-2014, Russia’s technical specifications for canned fish and canned food must be manufactured according to technological instructions in compliance with the following standards:

  • The canned products should be hermetically sealed and sterilized at temperature over 110°C.

  • Raw materials, including those purchased by import, used for manufacturing of the canned food, must comply with the respective GOST.

  • Canned products should be stored in clean, well-ventilated rooms at temperatures from 0°С up to 20°С and relative air humidity not exceeding 75% within 24 months from the manufacturing date.

For more information on GOST pertaining to canned food and other food products, you may refer to this link. Philippine exporters are encouraged to be familiar with the GOST of Russia, in particular, the technical specifications for each product being exported.

For any issues/challenges you may have encountered in exporting to Russia, you may coordinate with EMB Market Officer for Russia, Ms. Divine Derez at MaDivineGraceDerez@dti.gov.ph or mid@dti.gov.ph and/or the Philippine Trade and Investment Center-Moscow at moscow@dti.gov.ph.
