The General Administration of Customs of China (GACC) Decrees 248 (Regulations on the Registration and Administration of Overseas Producers of Imported Food) and 249 (Administrative Measures on Import and Export Food Safety) have already been put into effect as of January 1, 2022. The Department of Trade and Industry-Export Marketing Bureau (DTI-EMB) reminds Philippine food exporters to China to work with the Philippine Food and Drug Administration (FDA) requirements.
Under Decree 248, manufacturers, processors, and storage facilities of the following product groups must be endorsed by their country’s competent authority for registration with GACC: meat and meat products, sausage casings, aquatic products, dairy products, bird nest products, bee products, eggs and egg products, edible oils and fats, oilseeds, stuffed wheaten products, edible grains, milled grain industry products and malt, fresh and dehydrated vegetables, dried beans, condiments, nuts and seeds, dried fruits, unroasted coffee and cocoa beans, foods for special dietary purposes, and health foods.
Philippine food exporters are strongly advised to contact the FDA for information on the requirements and procedures for the GACC registration.
For food products that are not listed above, manufacturers and/or exporters are required to directly register with the GACC website (https://cifer.singlewindow.cn).
In line with this, the People’s Republic of China has imposed a ban on the importation of food products from Taiwan effective on 04 August 2022. As reported by China’s official state press agency, the ban was due to the detection of several pests or banned chemicals in products such as grapefruits, lemons, oranges, honey, tea, mackerel, and other seafood.
It is important to note that China remains one of the Philippines’ key trading partners. Hence, exporters are encouraged to strengthen adherence to the GACC.
