angle-left ADVISORY: GACC Requires Full Registration of Applications in the Single Window System by June 30, 2023

The General Administration of Customs of the People’s Republic of China (GACC) has issued a reminder to importers, urging them to ensure their overseas exporters or manufacturers complete registration with GACC by June 30, 2023. Failure to comply with this requirement may pose a higher risk of customs clearance issues for products arriving in China after the deadline.

To mitigate the risk of potential trade disruptions, Philippine exporters to China are advised to upload relevant information to support an Application for Modification into GACC’s single window system (www.cifersinglewindow.cn) before June 23, 2023, and complete their registration by June 30.  This includes application forms, business licenses, production information, and the manufacturer’s declaration of Conformity with Chinese food safety requirements and other related documents.

Furthermore, the GACC Bureau of Import Export Food Safety (BIEFS) has notified that for products requiring recommendation from the competent authority, registration of the facility with GACC must be completed prior to the production of goods to be exported to China. Previously, facilities were only required to register before shipment.

Exporters are also strongly encouraged to maintain active communication with their importers throughout the registration process to ensure a smooth transition.
