angle-left ADVISORY: EU Amends Rules for Entry of Shelf-Stable Composite Products

The European Union adopted Regulation (EU) 2022/7 sets out a model private attestation by the operator entering shelf-stable composite products into the Union. Shelf-stable composite products are items that do not need to be transported or stored at controlled temperatures. This amends Annex V of Regulation (EU) 2020/2235

Regulation (EU) 2022/7 introduces an updated version of the model private attestation by the operator when entering shelf-stable composite products, excluding those that contain meat. The private attestation must be completed and signed by the EU importer or their agent prior to the consignment entering the EU.

Shelf-stable composite products exported using this attestation are either subject to veterinary checks at an EU Border Control Post (BCP), or risk-based checks at “the place of destination”, “the point of release for free circulation in the Union” or “the warehouses or the premises of the operator responsible for the consignment”. Products that are listed in the annex to Commission Delegated Regulation (EU) 2021/630 and meet the indicated  requirements are exempt from veterinary checks at BCP.

The specific requirements for entry into the Union of products of animal origin contained in shelf-stable composite products are indicated in Regulation (EU) 2020/2235. It establishes standard models for animal health certificates and official certificates.
