angle-left ADVISORY: China GACC Decree 248 begins 1 January 2022

Philippine food exporters to China are strongly advised to work with the Philippine Food and Drug Administration (FDA) in preparation for the implementation of the General Administration of Customs of China (GACC) Decree 248, or the Regulations on the Registration and Administration of Overseas Producers of Imported Food, which will take effect on January 1, 2022.

Under Decree 248, manufacturers, processors, and storage facilities of the following product groups must be endorsed by their country’s competent authority for registration with GACC: meat and meat products, sausage casings, aquatic products, dairy products, bird nest products, bee products, eggs and egg products, edible oils and fats, oilseeds, stuffed wheaten products, edible grains, milled grain industry products and malt, fresh and dehydrated vegetables, dried beans, condiments, nuts and seeds, dried fruits, unroasted coffee and cocoa beans, foods for special dietary purposes, and health foods.

As the competent authority for processed foods in the Philippines, the FDA is preparing a list of enterprises for GACC registration. Philippine food exporters are strongly advised to contact the FDA for information on the requirements and procedures for GACC registration under Decree 248. 

For food products that are not listed above, manufacturers and/or exporters are required to directly register with the GACC its website (https://cifer.singlewindow.cn).
