angle-left ADVISORY: China Ministry of Health Announces Guidelines for Imported Goods

On 21 January 2021, China’s Ministry of Health Commission released its “Technical Guideline for COVID-19 Prevention and Control in Production and Management Units of Imported Articles.”

The technical guidelines addressed to Chinese importers ​stipulate COVID-19 pollution prevention and control ​of items exported to China. The guidelines cover items imported for processing, loading, and unloading, transportation, storage, and sale. All products are covered except for cold-chain items which have separate technical guidelines.

Therefore, Chinese importers will now have to ask their suppliers for the following documentary requirements:

  • Supply license
  • Certificate of entry quarantine inspection of goods
  • Nucleic acid testing report
  • Preventive disinfection certificate
  • and other related security and epidemic prevention information
     

The Guidelines provide that "If above all documents are not complete, goods do not conform to, or fails (sic) to provide the certificate of eligibility", shipments will not be allowed to be stored, processed, and marketed in China. Further, if the importer hires a third-party logistics company,​it should provide all the needed information and documentation for the concerned goods to the ​said logistics company.
